Summary

Are you a construction company or a farmer? Register as a waste recovery company. The benefit? Registration allows you to avoid applying for an environmental permit. Registration is in fact equivalent to an environmental permit.

In Wallonia, this registration for the recovery of non-hazardous waste is issued under certain conditions. The SPW Agriculture, Natural Resources and Environment (SPW ARNE), and more specifically the Soil and Waste Department (DSD) will register you.

Our goal? To preserve human health and the environment.

RECYCLE YOUR CONSTRUCTION WASTE

During the waste recovery process, your waste materials are substituted for other materials or are prepared to serve a useful purpose. For example, you can use it as foundation or sub-base materials.

NON-HAZARDOUS WASTE

  • household waste and similar
  • class B1 hospital waste: non-infectious waste from care units, consultations, medical-technical services and waste from medical laboratories
  • inert waste (e.g. earth, mortar, brick, cement, concrete, tiles, flat glass)
  • non-hazardous industrial and agricultural waste

FREE AND VALID FOR TEN YEARS

 

Registration is mandatory for recovering non-hazardous waste. The requirement applies only to activities carried out in a professional capacity.

This process is free of charge. Registration is granted for ten years. It is renewable. It cannot be transferred to a third party.

Throughout your registration, you must comply with a series of obligations (see the "Conditions" section below).

TRANSPORT: ANOTHER REGISTRATION

Do you transport non-hazardous waste yourself? Remember that you must also be registered as a waste transporter in addition to your registration as a recovery company. If you use a subcontractor for transportation, the subcontractor must also be registered.

Conditions

CONDITION OF REGISTRATION

  • No director or manager of the company has been convicted of an environmental offence

CONDITIONS FOR KEEPING YOUR REGISTRATION

  • Keeping accounts: throughout the duration of your registration, you must keep accounts accurately, fully and without delay. For waste, these accounts contain:
    • the batch numbers
    • the nature of the waste
    • the quantities delivered
    • the delivery dates
    • the identity and address of the recipients or suppliers as appropriate
    • the origin or destination of the batches
  • No convictions for environmental offences

Your registration will be suspended or cancelled in the event of an offence

Benefits

The main advantage of this registration is that it avoids the environmental permit application procedure. Registration as a non-hazardous waste recovery company is equivalent to an environmental permit.

Procedure

IN SUMMARY

  1. Obtain an extract of the criminal record (required annex to the file)
  2. Read the document "How to access My Space as a company with a CBE number"
  3. Complete the online form on "My Space
  4. Your registration will take place within 30 days if your file is complete

Register as a non-hazardous waste recovery company in French or German. This process is free of charge.

  • Extract of the criminal record of the directors or managers

 

TRACKING YOUR APPLICATION: STEPS

  • Your application: complete the online form (see "Online form" section below) and attach the required document
  • Within 30 days of receiving your application, the Walloon administration, more precisely the Directorate of Management Infrastructure and Waste Policy (DIGPD) of the Soil and Waste Department (DSD), checks whether the submitted application contains the necessary information and documents.
    • If the application is not complete: we will inform you of the additional documents or information required
    • If the application is complete: we register the applicant and provide them with a registration number

 

APPEALS PROCEDURE

An appeal may be lodged with the Supreme Administrative Court of Belgium.
