Summary

Do you represent a company? Are you planning to work on installations containing fluorinated refrigerants?

In Europe, companies working on installations containing fluorinated gases (e.g. R134a) or natural alternatives (e.g.: CO2) must have a European certificate.

The purpose of these certificates is to ensure that installations containing fluorinated gases or natural alternatives comply with requirements and that personnel working on these installations have the necessary skills.

These European certificates or approvals are granted by the Walloon Air and Climate Agency.

Benefits

Being certified allows you to work on installations and equipment containing fluorinated gases or natural alternatives.

Procedure

To apply for an accreditation, or to apply for its renewal, complete and validate the online form available in French (see ‘Forms’ section).

You will need to enclose:

  1. For directors and persons authorised to bind the company: a declaration on honour that no environmental penalty has yet been imposed at the date of the application for certification.
  2. The following documents, certifying the financial resources available to your company:
    • a certificate from the competent authority attesting to the fulfilment of the applicant’s social security obligations;
      • (For companies with a registered office in Belgium, a certificate issued by the competent authority attesting that the applicant’s social security obligations have been fulfilled may be replaced by a certificate issued by a director of the undertaking certifying on his honour that the applicant has fulfilled his obligations with regard to social security.)
    • A certificate from the collection team stating that the company is not liable for any amount by way of tax, fine, interest, legal costs or ancillary costs relating to VAT and direct contributions. This certificate can be downloaded directly from MyMinfin Pro by logging in and selecting the left-hand menu "my taxation", then "certificates of debt status".
  3. Proof that your company employs certified technicians in sufficient numbers to cover the expected volume of activity for carrying out operations on stationary refrigeration equipment.
  4. a copy of the insurance contract covering civil liability resulting from the activities for which authorisation is sought.

The AwAC analyses the content of your file and verifies that it is complete and admissible. It will inform you of its decision no later than 15 days after the date of receipt.

  • Is your file incomplete?
    • You must submit the missing information indicated in the decision within 30 days.
    • Upon receipt of your additional information, the administration has 15 days to notify you of its decision on whether your request is complete and admissible.
  • Is your file complete?
    • The AwAC will inform you of its decision to grant or refuse approval no later than 45 days after notification of the admissibility of your application.
Voies de recours

Are you not satisfied with the AwAC decision? You may lodge an appeal by registered letter with the Minister for the Environment within 20 days of receiving the decision to grant the licence.

The Minister's decision shall be notified by registered letter within 60 days of receipt of the appeal.
