Summary
This application may only be submitted after approval of the preliminary project has been obtained.
The project phase aims to:
- Finalize technical and architectural choices.
- Detail the work to be performed.
- Prepare the necessary elements for the contractor selection process
The application submitted in this context (see the call for proposals handbook regarding its preparation) is reviewed to assess its compliance with the approved preliminary design and public procurement legislation (CCTB).

The department must comply with the various stages of the procedure and seek approval from the AVIQ at each stage of the process (preliminary design; design; award) or risk forfeiture.
A contract may never be advertised without the prior approval of the AVIQ (approval of the aforementioned project file)
In detail
Services accredited and (partially) subsidized by the AVIQ for the care or accommodation of people with disabilities:
- Adult Day Care Services (SAJA)
- Adult Residential Services (SRA)
- Adult Night Residential Services (SRNA)
- Residential Services for Youth (SRJ)
- Specialized Youth Care Services (SAS'J)
- Services Organizing Activities for People with Disabilities (SAN-SAPS)
The conditions are set forth in the call for proposals and the CWASS.
The service must comply with the various stages of the procedure and seek approval from the AVIQ at each stage of the process (preliminary draft; draft; award) or risk disqualification.
The project complies with the approved preliminary design and is drafted in accordance with the standard specifications from the Department of Public Works (ideally the CCTB).
- The decision of the project owner (signed by two members of the board of directors) approving the special specifications and the estimated cost, a decision approved by the supervisory authorities supervising authorities in the case of subordinate administrative bodies.
- The special specifications, including:

- The terms and conditions for awarding and executing the contract.
- The technical descriptions of the work and supplies.
- The bill of quantities.
- The bid template.
- The summary bill of quantities template or the inventory template.
- The sample contract notice.
- The technical description may be prepared in accordance with the general specifications and technical clauses, available at the following address: www.swI.be (under “Vademecum and Others”)
- The general layout plans and all detailed plans necessary for a proper understanding of the structures.
- A certificate from the fire department attesting that the project complies with regulatory standards.
- The cost estimate prepared by item from the summary bill of quantities or the inventory.
- The building permit or an extension of the building permit.
- The PGSS and the engineering file.
For security and data protection reasons, AVIQ uses only its own file transfer solution. The use of external transfer services is therefore not permitted.

The deadline is specified in the relevant call for proposals.
