Who can be approved as a BEP manager?
EITHER: Any natural person meeting at least the following conditions:
- holding a degree in architecture, civil engineering architecture, civil engineering, industrial engineering or bioengineering, or any other degree determined by the government (NB: the Order of the Walloon Government of 15 May 2015 did not extend the list of eligible degrees);
- have completed a training course and passed an examination, the content of which is specified by the government (see Articles 58 and 58 of the Order of the Walloon Government of 15 May 2015);
- not having been subject, within the three years prior to submitting an application for accreditation, to a decision to withdraw accreditation.
OR: Any legal entity that has, among its staff, employees or agents, at least one ‘BEP Manager 2015’ accredited as a natural person and bound to it by an agreement.
Is training compulsory in order to be accredited as a BEP manager?
Accreditation is conditional upon completing training and passing a written examination testing knowledge of the requirements, procedures and tools applicable to BEP.
If the candidate fails the examination, they may register for a second examination session organised by the same centre, or for a subsequent training and examination session (at the training centre of their choice).
If the candidate fails the examination in the second session, they must enrol in a subsequent training and examination session (at the training centre of their choice).

The accreditation application file must be submitted to the administration using the form, duly completed and signed:
- by post to the address specified on the form (original version of the handwritten signed form);
- by email to the address specified on the form (with an attachment in PDF format containing a copy of the signed handwritten form or the digitally signed form); or
- via Mon Espace.
The notification of acceptance of the application entitles the applicant to enrol in training courses and/or examinations organised by an approved training centre. The notification will set out the practical arrangements for organising the training and the examination.
If the application is rejected, the administration will notify the applicant of its decision, stating the reasons for the refusal.
Upon completion of the training and examination, and after receipt by the administration of the report on the training and examination session sent by the approved training centre, the Minister or their delegate will accredit the candidates who have completed the training and passed the examination.
When is a BEP manager required?
When applying for (planning or single) permits for the construction of new or equivalent buildings or for major renovation works. The BEP manager prepares the various BEP procedure documents, including the initial BEP declaration, which must be attached to the permit application.
What are the obligations of a BEP manager?
A BEP manager assists the architect in designing the project to meet BEP requirements.
During the execution of the works, they record the measures implemented to comply with the BEP requirements. If, in the course of implementing the project, they find that the project deviates from or might deviate from the BEP requirements, they must immediately inform the BEP declarant and the architect.
The BEP manager, using BEP software, collects and processes the data that characterises the energy performance of the building.
The BEP manager generates the documents related to the BEP procedure (initial and final BEP declarations, provisional BEP declaration, BEP certificate).
The BEP manager must use exclusively the BEP software made available to them by the administration.

Within 10 days of receiving the form, the administration decides whether the application is complete and admissible. It must send the applicant an acknowledgement of receipt and specify any missing elements.
Applicants will be notified of the accreditation within 40 days of receipt of the report on the training session.
For applications to become a BEP manager as a legal entity, the application for accreditation must mention a ‘BEP Manager 2015’ accredited as a natural person. It must be submitted by post or delivered against receipt to the administration using the form, duly completed and signed. Within 10 days of receiving the form, the administration decides whether the application is complete and admissible. It will notify the applicant of the acceptance or refusal for accreditation.
