Summary

AVIQ subsidizes sheltered employment enterprises (SEs) and contributes, in particular, to workers’ wages. The amount of the subsidies is determined based on each worker’s reduced productivity.

Conditions

Approval granted by the AVIQ is subject to certain conditions.

An ETA must be:

  • managed by a nonprofit association (asbl);

OR

  • managed by a cooperative certified as a social enterprise;

OR

  • managed by a public or private charitable foundation; 

OR

  • managed by a legal entity governed by public law

and

  • it must have technical, budgetary, and accounting autonomy, as well as administrative management that enables the fulfillment of its mission and oversight by the AVIQ.

The accreditation granted by the AVIQ is valid indefinitely but may be revoked, suspended, or restricted if it is determined that any of the accreditation conditions are no longer met.

People with disabilities must be employed either under an employment contract or, as an intern, under a vocational adaptation contract (in a reception and training section) or as part of an internship.

To obtain accreditation, an ETA must meet a series of conditions, including:

  • not employing, excluding workers on long-term sick leave, more than 30% of able-bodied workers relative to the number of workers employed under an employment contract or a vocational adaptation contract. In the case of employing able-bodied temporary workers, the hours worked by these workers are converted to full-time equivalents and taken into account when determining the 30% rate;
  • providing workers with disabilities with a personalized plan tailored to their needs and abilities;
  • provide people with disabilities with competent supervisory staff who are equipped to handle their disabilities;
  • ensure that workplaces comply with
  • safety and hygiene standards;
  • ensure that the workstation is adapted to the disability;
  • provide ongoing training for employees;
  • monitor the employee’s progress within the company;
  • collaborate with AVIQ services and accept their oversight.
