Registering, updating and renewing my organisation’s registration with the EMAS system in Wallonia

Summary

EMAS (Eco-Management and Audit Scheme) is an environmental-management and auditing system from the European Union. EMAS is an exceptional tool for guaranteeing the environmental performance, credibility and transparency of any organisation. It is used to evaluate, improve and implement an environmental policy within an organisation. Companies wanting to register with EMAS must have their environmental-management system audited by an approved organisation and their annual environmental declaration must be validated.

Service public de Wallonie (SPW) Agriculture, Natural Resources and Environment (ARNE) is the EMAS organisation active in Wallonia. It is responsible for checking the completeness and compliance of EMAS registration applications in Wallonia.

Procedure

Preparation, with a view to registration or renewal

Before applying for registration, the applicant organisation must complete the following steps:

  • Perform an environmental analysis of its activities: review the activities, products and/or services it offers and evaluate their environmental impact.
  • Implement an Environmental-Management System (EMS), in accordance with the EMAS regulation, which defines the operational procedures and internal controls that are implemented to achieve the objectives for improvement that are established after the environmental analysis.
  • Prepare an environmental declaration to communicate to its partners, and the public in general, regarding the process for continuous improvement and its environmental performance.
  • Be audited by an independent auditor, who has been duly accredited by BELAC in the relevant business sector.

Registration application

The applicant organisation submits its registration application to SPW ARNE (coordination.emas.dgo3@spw.wallonie.be) by email and provides the following documents:

  • the environmental declaration validated by the environmental auditor
  • the validation declaration from the auditor (annex VII of the regulation)
  • the registration form (annex VI of the regulation)

When a file is incomplete, SPW ARNE informs the applicant of this. The applicant is then invited to send the missing documents electronically. SPW ARNE checks the completeness of the application and its compliance with the requirements of the regulation (Article 13 of the regulation). If all the criteria are satisfied, the SPW ARNE registers the organisation in the European EMAS register and issues a registration number for it, along with its official EMAS logo.

Registration renewal application

The registration is valid for three years. During this period, the organisation is subject to annual audits: an internal audit and an audit by the environmental auditor.

Each year, the organisation requests the renewal of their registration, following the external audit, by emailing SPW ARNE (coordination.emas.dgo3@spw.wallonie.be) and providing:

  • the environmental declaration validated by the environmental auditor
  • the registration form (annex VI of the regulation)

SPW ARNE checks the completeness of the application and its compliance with the requirements of the regulation (Article 14 of the regulation). If all the criteria are satisfied, SPW ARNE renews the organisation’s registration in the European EMAS register.

The validity of a registration may be extended to four years for small organisation that request this (Article 26 of the regulation).

Conditions

You must be a relevant and voluntary organisation.

An organisation’s EMAS registration application must satisfy the following criteria:

  • completeness: the application file includes the environmental declaration, which has been validated by the environmental auditor, the registration form (annex VI) and the validation declaration from the auditor (annex VII)
  • verification: verification and validation are carried out by an environmental auditor who has been duly approved for the organisation’s business sector
  • compliance with environmental legislation: this organisation must not be subject to any complaints or offences relating to environmental legislation
  • compliance with the EMAS regulation: the organisation meets the requirements of the regulation

If all the criteria are satisfied, the SPW ARNE registers the organisation in the European EMAS register and issues a registration number for it, along with the official EMAS logo.

Registration is valid for three years and can be extended to four years for small organisations who request an extension. Each year, the organisation requests the renewal of their registration following the external audit.
