Benefiting from the services of an IDESS

Summary

An IDESS is an approved structure that offers local services (small DIY jobs, gardening) and services intended for at-risk individuals (social taxi, laundry and retail services) to individuals living in Wallonia, or non-profits that have their registered office in Wallonia.

Some IDESS may also offer cleaning services for the premises of small non-profits

IDESS satisfy the needs of individuals as they pertain to minor tasks that are too small to be carried out by professionals from the private sector.

Target audience – details

Local services aimed at individuals, depending on the size of their income, or “small non-profits”.

“At-risk” individuals are individuals residing in Wallonia who 

  • are entitled to social-integration income (RIS)
  • or earn annual taxable income, according to the last notice of assessment, that does not exceed €22,011.89 for a single person or €29,275.82 for a household. These amounts are increased by €3,081.67/year per dependant.
  • or receive aid granted by the CPAS
  • or are subject to a debt-collection agreement
  • or receive intervention that is increased for healthcare insurance
  • or are over 65 of age on the date of their request for intervention from the IDESS
  • or are recognised as disabled by the AVIQ, the "Vlaams Agentschap voor Personen met een Handicap", the "Brussels French-speaking department for disabled individuals” or the "Dienststelle für Personen mit Behinderung”
  • or receive a replacement or integration allowance (Law of 27 February 1987 concerning allowances for disabled individuals)
  • or are in possession of a certificate from the Directorate general for disabled individuals for SPF Social Security for the granting of social and tax benefits
  • or can prove their permanent inability to work of at least 66%
  • or can prove permanent incapacity of at least 66%, as a result of a legal decision following an accident under common law
  • or are in possession of a disability-recognition certificate that has been issued by their insurer or by the INAMI
  • or individuals meeting the definition of a single-parent family with gross income that does not exceed €1,740.15 and receiving ordinary family allowances.
Conditions

An IDESS can offer its services under the following conditions:

1) Any individual living in the Walloon region and living in their primary residence can benefit from the services of an I.D.E.S.S. for:

  • small maintenance, repair and improvement tasks around the house
  • the improvement and maintenance of green spaces, within the following limits:

                     1- grass cutting over an area of up to 300 m2;

                     2- trimming hedges measuring a maximum of 40 metres in length and 3 metres in height;

                     3- removal of weeds from around homes and courtyards, over an area of less than 75 m2;

                     4- digging of gardens and vegetable plots over an area of less than 150 m2;

                     5- chopping wood for heating purposes;

                     6- collection and disposal of waste and/or leaves and branches;

                     7- cleaning of graves;

                     8- removal of snow and weeds from pavements.

                                          At what price? Between €12.84 and €19.26 maximum per hour (including VAT – 2020 rate)

2) “At-risk” individuals can benefit from the services of an approved IDESS for:

  • small maintenance, repair and improvement tasks around the house

How many hours? Maximum 75 hours per year

At what price? Maximum €12.84 per hour (including VAT – 2020 rate)

  • the improvement and maintenance of green spaces, with no limit on the number of hours

                At what price? Maximum €12.84 per hour (including VAT – 2020 rate)

  • social transport: €0.3713 per kilometre
  • social laundry

                At what price? Maximum € 8.99 per hour (including VAT – 2020 rate)

  • social shop

3) Small non-profits can use an approved IDESS to clean their premises

            How many hours? Maximum 250 hours per year

            At what price? Maximum € 8.99 per hour (including VAT – 2020 rate)

4) Small non-profits can use an approved IDESS for “minor works” and “the improvement and maintenance of green spaces” within the limits, and under the same conditions, as “at-risk” individuals for their own premises, as well as the properties they manage as an approved social housing agency or approved housing-promotion association.
