The Walloon Region and the French-speaking Community

Between 1995 and 1998, the Walloon Region reorganized its international relations and effected a rapprochement with the French-speaking Community. This reciprocal desire for synergy was enshrined in a cooperation agreement signed on 26 November 1996. This agreement laid the groundwork for a form of coordination which has now been implemented by bringing together - within the same building and under one single authority - agencies of the Walloon Region and of the French-speaking Community that operate on the international scene.
The three administrative agencies among which the regional and Community powers are divided at an international level are:

  • The General Directorate for Foreign Relations (DGRE),
  • The Walloon Export Agency (AWEX),
  • The General Commissariat for International Relations of the French-speaking Community (CGRI).

These three agencies work together on the basis of total complementarity and close coordination to respond to any and all queries from abroad and strive to ensure the full involvement and representation of the Region's economic and cultural players. A network of delegates and economic and commercial attachés represents Wallonia-Brussels in third countries and within the European Union.
In addition, the Walloon Region and the French-speaking Community use their influence at an international level through cooperation agreements signed with a certain number of partner countries and the action programmes resulting from these agreements.

At a multilateral level, the Walloon Region is actively involved in the Francophonie, the European Union, the Council of Europe, the Organization for Economic Cooperation and Development (OECD) and other specialized agencies of the United Nations (UN) such as the United Nations Industrial Development Organization (UNIDO), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Food and Agriculture Organization of the United Nations (FAO), etc.

In addition to these three administrative agencies, there is the APEFE (the Association for the Promotion of Education and Training Abroad) which arranges for French-speaking co-operation workers and experts to be sent abroad.
